Any strategy for personnel and enterprise management as a whole cannot be perfect. Even if it seems like it at some point in time, the effectiveness of the strategy will change due to the continuous action of changing external and internal factors. The strategy of personnel motivation for normal conditions in case of crisis conditions is almost completely lost.

One of the strengths of small businesses is flexibility, freedom from bureaucracy and the ability to quickly reorganize management systems in times of crisis. However, it is not always possible, and often not advisable, to rely solely on flexibility. According to the observation of the work of enterprises, the effectiveness of integration of systems of motivation and crisis management can be achieved on the basis of implementation of common algorithms in accordance with the stages of crisis management.

The article investigates the theoretical principles of differentiation of the stages of crisis management and proposes a flexible approach, which is based on the central principles of crisis management and within it within the framework of developing algorithms of staff motivation in a crisis. Approaches to correlation of the main functions and stages of anti-crisis management are considered. The method of estimation of expediency index for decision making on implementation of each function at each stage of crisis management is offered. A cascade algorithm for staff motivation in the context of crisis management has been developed.

The expediency index is proposed for deciding on the implementation of each function at each stage, which is calculated as the ratio of the gains from the implementation of the i-th function at the j-th stage of crisis management to the indicator of losses from the implementation of the i-th function at the j-th stage of crisis management.

Two types of microcycle functioning of the object of crisis management are characterized and a cascade algorithm is developed for the coordinated implementation of the personnel motivation strategy in the stages of crisis management, which involves the gradual use of the provisions of the motivational elements and increasing attention to individual factors whose importance and correlation are empirical research
