Інструменти державної політики регулювання міграційних процесів в Україні
Abstract
Problematic aspects and negative consequences of strengthening external migration in Ukraine are revealed: an unformed system of complex accounting of migration; lack of methodological support for the analysis of structural and dynamic characteristics of external migration;lack of institutional stability to ensure effective regulation of external migration; the system of information-analytical support of the regulation of uncontrolled external migration flows is not fully formed; infrastructure in the field of regulation of external migration flows is not fully formed; ineffective implementation of migration exchange programs in the field of education, science, research and innovation, tourism, investment and business projects. It is determined that the priorities of the state policy of external migration regulation are: improvement of the system of accounting, analysis and forecasting of volumes and structural characteristics of external migration of the population; ensuring the optimal level of migration flows from Ukraine in terms of short-, medium- and long-term time lag in accordance with the strategic guidelines for the development of the regional economy and labour market; conducting systematic monitoring of external migration in the regional dimension in order to determine the need to stimulate or restrain the development of certain migration vectors and minimize the negative consequences for the development of the regional economy; preservation and effective use of human potential, ensuring the intellectual and personnel security of the country; formation of a system of incentives for re-emigration and reintegration, training and economic activity of migrants; ensuring institutional, socio-economic and legal protection of labour and educational re-emigrants. Measures of improving the quality of the external migration monitoring system, formation of a national database on structural and dynamic characteristics of migration are proposed; formation of a system of preventive measures to regulate external migration through the diffusion of the effect of ‘replacement’ of personnel.
