ОСОБЛИВОСТІ РЕГУЛЮВАННЯ СФЕРИ ТУРИЗМУ В ЄВРОПЕЙСЬКИХ КРАЇНАХ

Abstract

The article presents various approaches of scientists to understand the concept of "regulatory policy".  The author's vision of the content of this concept is proposed.  The regulatory features and priority areas for the development of tourism in the European Union are identified. Finally, the index of comparative advantages (RCA) of domestic tourism services concerning other countries is calculated.

The regulatory policy for the development of the tourism sector is a significant component of its institutional support and requires appropriate systemic improvement.  Regulatory policy is an essential direction of regulation; it is applied to restrain or stimulate the development of certain processes and phenomena occurring in specific industries or sectors of the economy.

Evolutionarily, the conviction of the need for regulatory policy came in almost all economies from different regions of the world: both those where market self-regulation was fundamentally based on management and those that were administrative and planned. The world experience of the last 20 years is a confirmation of the regulatory development passing from the early attempts to eliminate regulation and introduce a more systematic regulatory reform, which incorporates the difference between regulation, regaining regulation and improving regulation efficiency. The EU tourism policy aims to support Europe's position as a leading destination while maximizing the region's participation in economic growth and employment and enhancing cooperation between EU countries, especially in the exchange of best practices. The European Commission has adopted an action plan for the development of tourism in the EU, within which priority areas have been identified: strengthening the competitiveness of European tourism; promoting the development of sustainable, responsible and quality tourism; consolidation of EU countries for the implementation of sustainable development of the tourism sector; effective use of the potential for tourism development.

The main initiatives in public and private tourism should be implemented in cooperation with government bodies, tourism associations, representatives of the business environment and other interested parties.
