УПРАВЛІННЯ ДЕРЖАВНОЇ ОХОРОНИ УКРАЇНИ ЯК СУБ’ЄКТ ВЛАДНИХ ПОВНОВАЖЕНЬ У ВЗАЄМОДІЇ З ПРЕДСТАВНИКАМИ ЗАСОБІВ МАСОВОЇ ІНФОРМАЦІЇ

Abstract

In a state governed by the rule of law, all participants strictly enforce laws in public life and, above all, by state bodies. However, for reasons of national security, territorial integrity or public order, riot and crime prevention, public health protection, reputation and human rights protection, preventing the disclosure of information obtained confidentially, maintaining the authority and impartiality of justice and society and the State itself needs protection.

According to the Law of Ukraine "On State Protection of Public Authorities and Officials of Ukraine", state protection is a system of organizational and legal, regime, operational and investigative, engineering and technical and other measures carried out by specially authorized state bodies to ensure the proper functioning of state bodies of Ukraine, security of officials and facilities specified by this Law. Protective measures carried out by state bodies to ensure the safety of participants in criminal proceedings, other persons and objects, except for those specified by this Law, shall not be considered state protection regulated by this Law.

The functioning of the media in Ukraine is associated with several problems, including the lack of a high level of information technology and the lack of genuinely civilian press in the form of Western countries. The economic situation in modern Ukraine does not ensure economic freedom and independence of the media, the development of high information technology. Unsatisfactory compliance with etiquette by the press during security activities, low professionalism and education of some young journalists emphasize the importance of accreditation.

Taking into account the peculiarities of official activity, during interaction with the media, the SSA of Ukraine emphasizes the attention of media workers on the need to: receive accreditation in advance and arrive at the scene without delay; availability of identity documents; compliance with the established rules of the protocol and the requirements of the regime in force during the security event.
